Taiwan’s New Northland Prosecutor’s Office took command of the North Air Force on 25th March on the 20th to investigate Hualien and New Taipei City to collaborate with the “LED Small Streetlight Project” corruption case. More than one year after the investigation and verification, it was discovered that companies such as Guangchun Lighting and Yangli Kedian that produce LED lamps and lanterns also hooked up with the people and civil servants from around the country.
The Commissioner pointed out that Yang Qiming, chairman of the Pei Bali Township representative office, allocated funds for the improvement of LED street lights in Bali Township in 2010. Acting mayor Chen Qinghai cooperated with selected manufacturers to promote more than 9 million yuan (NTD). In the same way as for small streetlight projects, 50% rebates will be allocated in proportion.
The Ruisui Township and Wanrong Township in Hualien, Taiwan, were also “infiltrated” by the hackers. The mayor and the representatives of the public were hooked, allowing certain manufacturers to award more than five million yuan. The inspections also found that the legislator's assistant, Gao Wenbin, applied for the Ministry of Economic Affairs' grants and privately cooperated with manufacturers and clients to make kickbacks, but denied the illegality.
